COOK water, pumpkin, necter, bouillon, ginger, garlic and crushed pepper,
stirring occasionally, until mixture comes to a boil. Reduce to low heat.STIR in peanut butter, vinegar, green onion and 1 teaspoon cilantro. Cook,stirring occasionally, until soup returns to boil. Stir in evaporated milk(we use condensed milk instead). Sprinkle with remaining cilentro as garnish .
